Special Events

For the events that genuinely are not tied to a program: Canada Day, Multiculturalism Day, the community tours, and so on. It exists so those events still appear when a visitor is filtering by program instead of dropping out of sight. It is a gallery label only, so it never shows up as a program on the Programs page.
